How to Submit a New Training with a Cost Agreement



  • Log into the Beacon application using your NIH PIV card. *You must be on the NIH VPN and authenticate with your PIV card to access Beacon.*
    • After logging in using your PIV card you may need to re-enter the above URL to reach the correct page


  • Click the + Add Training Agreement button to begin a new submission



  • Fill out the Approval Request
    • Division Branch and name will be pre-populated on the e-form for you. Confirm the accuracy of this data
    • Identify the Training information (Name, Vendor, URL, Cost, Date)
    • Provide a written justification
    • Select the development type using the toggle options
      • If other, explain in the subsequent text box
    • Select the location type from the drop down
    • Identify if Travel is required
    • Identify if this is a Leadership Development Course
      • If Yes choose the agreement type from the subsequent drop down
      • If you choose other from the agreement type please more details in the below text box
  • Click the Create Agreement button at the bottom of the form
  • In the pdf viewer identify your supervisor. 
    • Type their last name in the available text box. Select their name from the drop-down once their name appears
  • In the pdf viewer identify your division director
    • Type their last name in the available text box. Select their name from the drop-down once their name appears
  • Review the pdf form to ensure the accuracy of the content provided and submit for approval


  • Click the Finalize/Route for Signaturesbutton
    • This will automatically send your Training request to your supervisor and division director for their review and approval. You will receive an automatic email from Beacon if and when the request is approved.
